School programs with similar names: New York’s ESD/SVP, the COPS SVPP equipment program, and BJA’s STOP School Violence program have different rules. BJA STOP does not fund target-hardening equipment such as cameras, locks, fencing, or security systems. Check the BJA guidance.
Local planning consideration

Know which rules apply.

For a nonpublic school, involve the local district early. State nonprofit grants, federal grants, and district-administered school funds have different purchasing and application routes.

Prepare your project

Bring the right information to the conversation.

01 / Establish eligibility

Confirm your legal entity, facility address, ownership or lease rights, and the program’s applicant requirements.

02 / Connect risk to scope

Document the vulnerability, the proposed improvement, and an itemized budget. Separate equipment, labor, training, and recurring costs.

03 / Check before committing

Verify deadlines, match requirements, procurement rules, reimbursement timing, and any environmental or historic review before purchasing or starting work.

Potential improvements may include access control, video surveillance, intrusion detection, emergency communications, or entrance screening where the selected program permits them. Recurring service and subscriptions need separate eligibility checks.

Discuss scope and budget

Security needs don’t stop at a state line.
